Abstract:
To have a prosperity and sovereign country the government has to realize sustainable
development from which all the citizens are equally benefited. To realize this reality in to
practice it requires having appropriate and practicable polices and strategies, as well as
capable public service institutions were a prerequisite for effective implementations of policies
and strategies. However, ineffectiveness and inefficiency of public service delivery systems were
overhanded throughout the country, Oromia regional state in particular. As a result the
government has initiated to improve such development challenges through adoptions and
implementations of public service reform tools with the intentions of bringing shifts on public
service delivery systems. Taking this reality in to considerations this study was entitled the
factors affecting the effectiveness of Public Service Reform Tools in selected Bureaus of Ormia
Regional State. Both qualitative and quantitative research approaches were used in which
research data was collected through methods of one to one interview and conducting focus
group discussions. Besides focus group discussion and one to one interview used for data
collection methods held among the Bureaus respondents and key informant interview was
conducted with the management and officials of targeted Bureaus. This research study was used
primary and secondary data that were taken from the targeted regional public institutions and
organized using standardized SPSS for its analysis and presentations. Both descriptive and
inferential statistical tools were used of data analysis. With this analysis the research findings
clearly identified and grouped the factors affecting effectiveness of public service reform tools
under three key issues. The study reveals factors that impeded the effective achievement of the
public service reform tools implementation process Particularly, the institutional related factors
mainly Bureaus legal mandate and strategic plan related factors, Leadership support and
commitment related factors, Communication and participation related factors, Work force
competency related factors and resource allocation and management related factors are among
the institutional factors that affecting effectiveness of public service reform tools. Secondly the
factors affecting the effectiveness of public service reform tools that were seen with this research
were a demographic related factors particularly training and education related factors affecting
effectiveness of public service reform tools. Thirdly the political related factors particularly
political support, external monitoring and public support related factors affecting effectiveness
of public service reform tools were the one of the main targets of this research.
