dc.description.abstract The purpose of this thesis was to investigate barriers of communication between management, employees and clients at Holeta town administration. The thesis aimed to determine the patterns of communication system and assess berries of communication in Holeta town administration, to analyze communication barriers and to suggest ways of improving communication system in Holeta town administration. The study used descriptive design which was selected because of its suitability in describing the existing situation phenomena. This given the researcher an opportunity to obtained respondents views, perceptions, and opinions on the communication effectiveness in Holeta town administration. Data were gathered through questionnaires, focal group discussion and some structured interview. The data were analyzed by using the statistical package for the social science (SSPS). Respondents in this study were management, employees and clients in Holeta town administration. Management was purposely selected while employees and clients were randomly selected. The study used content method for data analysis and the findings indicated that management, employees and clients are cause for communication barriers interferes relations among them. These include the client's suspicion and frustration of going to the office or sectors of the town administration and thinks of settling illegally. In other way communication barriers cause for dispute between client and the employee, employee and employee or managers. Due to these, there are some measures suggested to be taken for improvement. This includes training on communication to be conducted to both management and employees, increase commitment at work and behavioral changes. en_US
