Abstract:
The aim of this study was to identify the determinant factors for the service failure of water supply development projects in Jeldu District. A descriptive survey research design involving both qualitative and quantitative techniques was employed. Ten functioning systems (from 10 selected kebeles) were randomly selected using simple random sampling and additional ten non-functioning systems were purposively selected. 20 schemes from both functional and non-functional water supply schemes in 10 rural Kebeles were considered for further sampling using Slovin’s sample deriving formula. A total of 281 respondents were selected using Slovin’s sample size determination. To answer the research questions, three data collection tools were employed: questionnaire, interview, Personal observations. These data were analyzed qualitatively and quantitavely. The result of the study revealed that demands were raised from others as like NGOs rather than the communities. Low level of participation from community, beneficiary community members were not properly proposed from government and donors as project implementers, misunderstandings of the community about the contributors of Water service projects, lack of training of Water Service projects, improper implementations of water service project budgets, Low level of Construction quality, inappropriate fencing, periodic monitoring related problems, and ineffective supervision of rural potable water projects were the major factors for the failure of Water supply development projects in Jeldu district. Therefore, training and orientation should be given for communities and users of Water supply project services and providers, timely follow up of Construction quality, appropriate fencing, system area conservation practices and periodic monitoring, and effective supervision of rural potable water projects, and a properly controlled and permanent record of the water sources should be applied Also, teacher’s lesson plan should be assessed and practical implementation of skills integration should be supervised
