Abstract:
This study was aim to investigate challenges and opportunities of capacitating women in leadership
the case of FDRE Civil Service Commission. Its followed the pragmatic philosophical perspective
and strategically descriptive cross-sectional case study which designed as convergent mixed
approach. By employing the questionnaire and interviews tools the collected data were analysed
using frequency, percentage, mean and correlations. Following that the findings indicate that, as
compared to men, the percentage of positions held by women was negligible, From the significant
negative correlation result, it was inferred that as the influence of personal characteristics/trait to be
a leader decrease, the opportunity of capacitating women in leadership decreases[N(196)=.-898,
p=.000]. As the Preference of male than female in leadership decrease, the opportunity of
capacitating women in leadership decreases[N(196)=.-879, p=.000]. As the organizational based
opportunity decrease, capacitating women in leadership decreases [N(196)=.-904, p=.000], As the
socio-cultural opportunity decrease, capacitating women in leadership decreases [N(196)=.-899,
p=.000], As the other potential factors as opportunities decrease, capacitating women in leadership
decreases[N(196)=.-911, p=.000]. Things that identified as opportunities from the view point of the
majority of respondents, 116 (59.2%) and 112 (57.2%), respectively, concur that there is an enabling
policy and a supporting structural environment for capacitating women in leadership. Based on the
findings, it would be recommended to re-visit policy implementation and re-think on the approach of
capacitating women in leadership.
