Abstract:
On-time completion and compliance with assigned project time of every project are the most
important factors in the success of project plans. Project delays have been critical problems of
many projects around the world in general and particularly in Ethiopia. Taking this into
consideration, time overruns is one of the major problems in the infrastructural development. The
main objectives of this research are to assess the practice and challenges of infrastructural
development delays and, identifying possible and practical measures that can minimize project
delays in Burayu road, water, and power project. These objectives are achieved through the
implementation of the research methodologies that are mainly literature review and questionnaire
survey conducted to identify and evaluate the significant factors contributing to practice and
challenges to brings time overruns within the projects of interest. The total of 250 questionnaires
were distributed and 212 questionnaires were collected from all parties: managers, team leaders,
experts, staffs, and residents. From the data analysis and findings of the research; the top main
significant challenges of infrastructural development of project delays are, shortages of budget,
telecommunication, power, and water lines do not relocate on time. poor qualified
contractors/consultants. Budget does not release as per the term of contract, constantly increasing
the price of construction materials. Lack of commitment, unskilled employees work in each
institution identified by this research. Finally, the study recommended that to minimize the delays
of infrastructural development for ongoing project, be committed leadership and management,
recruit professionally skilled manpower, settle the budget using forecasting methods, advanced
contract, and project management, and use local materials for construction projects to control the
price.
