Factors Affecting Public Procurement Performance The Case Of Bishoftu City Administration Finance Office

Abstract

The main aim of this study was to investigate the factors that affect public procurement performance in the case of the Bishoftu City Administration Finance Office. To achieve this objective, explanatory survey designs were employed. The target population of the study included employees of finance office and employees working in the planning and budgeting department across the sectors. The study utilized probability sampling techniques to ensure a representative sample. Data collection was conducted through surveys, using questionnaires as the primary tools. The validity of the research instruments was verified through advisor and expert evaluation, once the data was collected, it was analyzed quantitatively. The quantitative data was analyzed using descriptive and inferential statistical methods, including regression analysis and correlations, with SPSS version 22.The main findings of the study revealed a statistically significant and positive relationship between regulatory frameworks, organizational capacity, leadership commitment, technology adoption, and effective public procurement performance. The results of the regression analysis indicated that regulatory frameworks, organizational capacity, leadership commitment, and technology adoption factors have a significant positive effect on effective public procurement performance. The researcher recommends that organizational leaders should raise a culture of accountability by establishing clear performance metrics for procurement teams and regularly reviewing these metrics to align with organizational goals. Furthermore, investing in modern e-procurement solutions will streamline processes and improve efficiency, while providing adequate training will maximize these benefits.
