Abstract:
The objective of this study was Determinants of Donor Fund Utilization: A case of UN Agency
Fund in Oromia region. The study employed an explanatory and descriptive research design with
quantitative research approach. Probability sampling, specifically Proportional stratified
sampling technique, was used to create homogeneity between groups; finally, by using simple
random sampling among 268 total populations, 161 sample respondents were selected. Both
primary and secondary sources of data were used. Primary data were collected through a self
administered Likert scale structured questionnaire. To analyze the data, descriptive and
inferential statistical tools were used, namely frequency, percentage, mean, standard deviation,
correlation, and regression. The finding showed that all determinants: Administration
governance, financial management systems, donor conditions, socio-political factors, and the
effective utilization of UN donor fundswere positively correlated. Socio-political factorshave the
strongest positive correlation, followed by Administration governance, Donor Conditions, and
Financial Management System. Governments, donors, and communities should be collaborating
through formal joint planning sessions and results-based financing frameworks. These
mechanisms can provide transparency, alignment of priorities, and the coordination of resource
allocation. This enables improve accountability and best deploy scarce resources to produce
measurable and sustainable development outcomes in areas such as education and health.
