“Practices And Challenges Of Change Management in public sector, The Case Of Sheger City Adminstrations Malka Nonno Sub- City Office”

Abstract

This study investigates the practices and challenges of change management in the Malka Nono Sub-City Office of Sheger City Administration, focusing on key areas such as stakeholder engagement, leadership commitment, communication strategies, capacity building, and monitoring mechanisms. A descriptive research design was employed, utilizing a quantitative approach where data was collected from 154 employees across 22 public sectors using stratified random sampling and analyzed with SPSS 26. The findings reveal critical challenges including bureaucratic inertia, insufficient stakeholder meetings, inconsistent leadership commitment, and inadequate communication strategies. Additionally, gaps in monitoring mechanisms, resource constraints, and political and cultural barriers hinder effective change implementation. The study recommends strengthening leadership engagement, improving communication timeliness, enhancing capacity-building measures, and establishing robust monitoring frameworks to address these challenges and align change management practices with organizational objectives, contributing to the enhancement of public sector performance in Ethiopia.
