Abstract:
Universal access to and use of clean water has significant impact on improving public health, spur economic development, and reduce poverty. However, the problem water access and sustainability in Ethiopia in general and particularly in Ginchi town was overwhelming phenomenon. So, the main objective of this study was to identify factors determining sustained improved water supply service in Ginchi town, in west shoa, Ethiopia. Both quantitative and qualitative data were collected and analyzed. Using random sampling techniques total of 138 households were selected and using structured questionnaire interview the information was captured and 132 (95.6%) analyzed using descriptive statistics and the binary and fractional logistic regression model to achieve the objectives. The valuation method was also employed with double bounded dichotomous choice. The study assessed issues such as sustainability rate of water supply in terms of continuity of water provision in time and amount household in the study area using fractional logistic regression. Estimating users’ willingness to pay for improved drinking water supply and identifying its affecting factors was also main focus of the study. The findings indicated that the explanatory variable such as age of the respondent ,house ownership, income and user satisfaction were found a positively significant and lack of maintenance service and average water per day found a negative significant on WTP. Mean willingness to pay of respondents for a jarican of improved water was found to be 9 Birr with average households’ daily water consumption of 60 litters which is far below national standard of 20 litters per person per day. Among factors affecting sustainability rate of water service for improved drinking water supply social factor (house ownership, user satisfaction),technical factor (choice of technology, average hours per day )were significant and positively related to sustainability. Whereas technical factor (power interruption and aging infrastructure), institutional (lack of maintenance service) were also significant and negatively affecting sustainability rate of water supply. Therefore, conclude that the average daily consumptions were very less, when compared with the international or national standard benchmark for water utilization different domestic purposes. Besides the technical and institutional factors were highly affect the sustainability rate in water supply. It is recommended that effort should be made the water and Energy office of Ginchi town should actively focus sustainability indicator especially technical and institutional factors in order to overcome the water shortage and improve water tariff and the water service payments system could be revised in order to cover the running cost of the projects.
