dc.description.abstract The general objective of this study is to assess Factors Affecting Public Procurement Performance: The case of Oromia Irrigation and Pastoral Development Bureau. Explanatory research design were used .The study was driven by the Institutional Theory, Bid Evaluation Theory, and Legitimacy Theory. To achieve the objective, the study we employed purposive Sampling for Management members and simple random sampling with a sample of 149 respondents for Bureau Employees using questionnaires and 11 respondents using a structured interview. Both descriptive and inferential Statistics were used. .The study concluded the majority of employee perceived that the current statutes of procurement performance are very poor. The concluded that factors related with procurement planning having the greatest effects on public procurement performance. The study also found that staff have good competency on public procurement. The study also indicted that internal control on procurement performance was at weak level. The study also indicted that factors related with Bid Evaluation Process having the greatest effects on public procurement performance. The findings of the study indicate that all independent variables found to be statistically significant and positively affects (influences) the whole procurement performance of the Bureau. In general, the study clearly shows, among the four factors, multiple linear regressions analysis revealed procurement planning is the most significant effect on the procurement performance followed by bid evaluation process and internal control, while staff competency has insignificant effect on the procurement performance. It is better to strength the process of supplier selection, administration and monitoring of supplier services and products and chooses suppliers with who have the capacity to deliver, this leading to improved procurement performance and the managers should exert its strategic effort on the most significant factors and are the pressing issue for the Bureau to improve the procurement performance en_US
