dc.description.abstract Human resource management aims to achieve organizational objectives by effectively acquiring, hiring, retaining, developing, and utilizing the right people for the right positions. The objective of this study is to assess the practices of human resource management system and identify Determinants of human resource management system in shaggar city land office and its lower structure. Using a mixed method approach , including surveys ,interviews , and document analysis ,the study finds that strategic goals ,political influence and work experience are the most significant factors impacting human resource management practices. The office faces challenges in attracting and retaining qualified employees, achieving cost – effectiveness while maintaining high quality public services, and lacking a clear strategic plan. The study concludes with recommendations for office, policy makers, and researchers to improve human resource management practices and contribute to the overall success of the organization en_US
