The main Objectives of this study was would be identified challenges of implementing health care financing
reform in the case of West Shoa Zone Bako and Ginch Primary Hospitals in Oromia. The Main concepts of
the study was revenue collections, resource mobilizations, resource utilization and drug supply in the
hospitals. The study has five specific objectives such as To asses socio demographic, To examine revenues
collections, To investigate resources mobilization, To determine resources Utilizations and To identify drugs
and reagents in the implementing Bako and Ginch Primary Hospitals. The study based cross-sectional
quantitative study design and the data was entered into SPSS version 26 for statistical analysis. The study
methodology content: Description of the study Area, Sample size, Sampling techniques, research design, Data
types, sources, method of data collections, data analysis, Ethical consideration validity and Reliability. The
revenues collection weight average Score (mean
=3.65). Resource Mobilizations weight average score (mean =3.54), Resource Utilization weight average
score (mean=3.41) and drugs supply weight average score (mean=3.37). The cumulative average mean score
(mean=3.49) to four specific objectives, the revenue collection (mean =3.65) and Resource mobilization
(mean=3.54) there were the mean value reveals have been high emphasis and high contribute in the
implementation of health care finance reform in the two hospitals. However, Resource Utilizations
(mean=3.41) and Drug supply (mean=3.37) there were low emphasis and Challenges has been applied in
health care financing reform in two Hospitals. So, the data analyzed that the controlling system (mechanism)
of drugs supply of Hospitals was weak. Hospitals levels should have not modern inventory system to control
the flow of drugs. That will help the hospitals resources Protected from theft and fraud as well as supply
procure drugs before the drugs gets finished from the dispenser room and main stores. The others equally
duties among employees must be done, that hospitals will have strong controlling mechanism. One important
finding that the researcher would like to endorse in the recent years weak internal controlling system for
resources Utilizations. Even though would like to change internal auditing Systems and That will increase the
financial strength of the Hospitals which also let more money will flow to health sector |
