Abstract:
The purpose of this study was to investigate the significant internal factors affecting strategic
plan implementation in the case of Federal Housing Corporation of Ethiopia. Employed the
mixed method research design, Simple random sampling and purposive sampling were employed
to draw 160 research participants (157 filled the survey questionnaire and 3 individuals
participated in key informant interviews). Self-developed questionnaires and interview guides
were key data gathering tools employed. Data gathered via questionnaires were analyzed using
descriptive statistics like mean and standard deviation and simple and multiple linear
regressions. The qualitative data was transcribed, translated, thematically analyzed and
integrated from which conclusions and recommendations were clearly drawn. Lack of good
conceptual, technical and human skills, lack of required education background and work
experiences from leadership qualities; shortage of financial resources; tools and technologies
from resource availability; top down communication in the corporation, poor and external
communication effective and timely communication; existence of highly hierarchy structure that
delays decision making from organizational structure; poor culture to tolerate new ideas, and
existence of the culture of less tolerance to risks from organizational culture are key internal
factors that highly influence the implementation of strategic plans in FHC. Organizational
culture and resource availability are identified as the dominant internal factors affecting
strategic plan implementation. Therefore the study recommended that, the corporation should
be prime priority for leadership capacity buildings, considering leadership prior experiences
and education qualifications; allocating and cascading sufficient budge; equipping the FHC
with required tools and technologies that assist in strategic plan implementation; and ensuring
existence communicative team sprit among leaders, employees and stakeholders through
developing communication channels that accelerate achievement of strategic plan. Future
research should also need to focus on both internal and external factors that predict strategic
plan implementation by adding more predictor variables to the internal factors
