dc.description.abstract Good governance is means to achieve human rights, economic growth and development, effective and efficient service delivery to the public and fighting corruption. The primary aim of this study was to asses practice, Challenges and Opportunities of good governance in Jeldu District, West Shoa Zone, Oromia Regional State. The study further focused on: To asses practice of good governance in public institutions both in principle and on the ground at the study area; To analyze the major challenges for the practice of good governance in public institutions in the study area; To explore opportunities of good governance in the public service in the study area. In order to carry out this study, mixed research methods were employed. A total of 95 participants were selected from employees using simple random sampling technique from ten public institutions of the district which were chosen purposively and 77 service users were selected in accidental method for Self-administered questionnaires in the form of likert scales containing 5 rating scales and semi-structured interviews were used to collect additional data. Primary data collection tools like services users and employees survey questionnaire, FGD; key informant interview, and personal observation were applied. Thus, the demographic and socio economic data of ; employees and service users on practice; challenges, and opportunities good governance obtained from the respondents were analyzed through descriptive statistics like percentages and frequency and presented by table. For qualitative data collection focus groups Key informant interview, personal observation was used.The result of this study reveals that the participant of the study on indicators of good governance perceive differently. From the analyzed data the majority of respondents said there is participation of stake holders with minor problem, whereas there poor transparency in working procedures of the selected institutions. In the same way regarding effectiveness and efficiency they said their activities on paper were good but almost none in its implementation and concerning accountability there is poor accountability there wrong doing in all institutions. As far as challenges of good governance the revealed that in many institutions of the study area there were no awareness on good governance, low skill and professionalism in providing quality service among the employees ,poor mechanism of controlling misuse of power in service delivering process, Unfavorable working environment, lack of infrastructure like Computer, desk and ICT service. As concern as opportunities of good governance in the study area the study reveal that there were strategic plan which, not transformative, lacks focus of local service users, poor attitudes of employees and service users towards democracy . The study also recommended that the policy makers, leaders, employees and the public at large need to be aware through of good governance and intentionally involve in its implementation as a condition so that they will be able to understand challenges of good governance at local level and provide the necessary support that enabled them paved the way they get out of it. en_US
