dc.description.abstract Leader can be very effective in managing resistance to change. We live in complex and dynamic times that feed off uncertainty and a multi-diversity of relations (identity, economic, social, geographical, political, cognitive, intercultural, institutional, historica. Strategically participative leadership may relatively slow to implement.Requires more resources and more costly due to the number of meetings that take place, the payment of consultants/experts over a longer time period and the outcomes cannot be predicted in organizational development to change .The qualities of appropriate vision and innovative approach may lead a leader to be more effective and capable to run an organizational and better cope with organizational matters. The leadership managing resistance on the organization has bearing on encouraging or inhibiting employee performance and organization change. The main purpose of this study was to assess the role of leadership in managing resistance to change development taking place in Public Service sector, As the researcher investigated and analyzed the data it shows the organization of the study area resist to changes because of the fear of unknown, loss of freedom, limited resources, knowledge or skill gap and past habit experience. To achieve this purpose descriptive research design were used. The study also used mixed research approach.Both probability and non-probability sampling techniques have been used in this study. The researcher purposively chooses the Ambo Worad as it is the key office in the Ambo Woreda administration. The target population of the study was 268 out of which 73 sample sizes was randomly selected. To analyze the data both descriptive and inferential statistics were used. Moreover, the matization method was used to analyze the interview data. The study recommends that, creating leaders awareness, fostering implementers skill and knowledge and allocating the necessary resources for change in a given organizations plays a paramount role in managing resistance to change on development en_US
