dc.description.abstract Construction industry is rapidly increasing from time to time in Ethiopia. However, successful completion in the allocated cost, time and quality has become difficult. Public construction projects have been built for the purpose of delivering different service for the society. But, due to different time constraints, the public building construction projects have been troubled with problems of time performance for the successful completion and delivery. The main aim of the study is to investigate time performance of public building construction projects in West Shoa zone. Desk study, questionnaire and literature review were employed to collect primary and secondary data. In addition a case study was conducted on selected projects and examined the performance analysis using performance indicators. The case study was examined by Earned value analysis on performance indicators. For this purpose, 70 different factors affecting time performance of public building construction project were identified and grouped into six major groups. The collected data was then analyzed by relative importance index; and correlation analysis with the help of SPSS software. The ranking of the factors and groups were demonstrated according to their impact on public building construction. Accordingly, top 10 factors affecting time performance were identified depending on relative importance index. The result indicates that, rising cost of material, too much variation order issued and Lack of proper budgeting allocation for the project are the top 3 factors influencing construction project delivery. In addition, 15 effects of poor time performance on public building construction projects were identified and ranked. The result show that, poor time performance leads to poor cash flow to the contractor and lowering contractor‟s capacity development on construction projects. The result of the performance indicators showed that 53.3% show high risk of time performance, 13.33% shows medium risk and 33.33% of the projects are on good track. en_US
