Abstract:
This study was being conducted in Ambo District, west Shoa zone of Oromia regional state regarding factors affecting government project budget utilization. The purpose of this study was to evaluate the factors related to project governance, financing and employees and additionally to determine the effect of current security issues on government project budget utilization of Ambo District. Predictors like project-leading, government policy, corruption, project cost control, project time control, inflation rates, performance of employees, project team skills and current security issues have been included as the independent variables. Descriptive and explanatory research designs were adopted with mixed research approach. From 320 total population of 7 sectors employees 177and 70 project stakeholders were selected through simple random sampling and census respectively. The quantitative data were analyzed through statistical package for social science Version 26. The descriptive analyses were presented in frequency, percentage, mean and standard deviation. Additionally, the inferential statistics analyses were employed in order to shows the relationship between independent and dependent variables. The regression results shows that project leading, corruption, project-cost control, inflation rates, project-team skills and current security issues negatively affected and Government policy, project-time control and performance of employees positively affected project budget utilization in the study area. The researcher recommended that, government have to give high attention during selection of project stakeholders including project leaders, project committees (string) and contractors in order to utilizing the allocated budget for the planned projects and minimizing the different forms of corruption. Additionally, the governments have to give attention to inflation rates during adjusting budget and current security issues
