Abstract:
The purpose of this study was to investigate the major factors that influence the implementation
of FAL program in Gog Woreda, Gambella regional states. Based on research problem
Descriptive Survey design was used and in order to realize the objectives of the study mixed
research method was employed. The study accounts for primary and secondary data. Among
primary sources; facilitators, cluster supervisors, AL coordinators and documents were
involved. Among secondary sources of data; annual reports and documents were used. The
study involved 40 Coordinators and Teacher, 10 Facilitators and School Community, and 100
Learners. Apart from learners of them were selected by available sampling method.
Questionnaires, interviews and document inventory were the instruments applied to gather
information from the sampled population. The information gathered through questionnaires was
analyzed in appropriate statistical tools such as frequency, percentage and mean value, and
integrated with information gathered through interview. Based on the analysis, the findings
disclosed that the roles of ALE coordinators, Teacher and facilitators were not accomplished at
high level of performance in the Woreda. In addition to these, the findings of the study revealed
that the dropout of adult literacy in the Woreda was very high as compared to other educational
programs. The findings of the study also show that lack of managerial skills, lack of community
participation, lack of training and professional support were some of the gaps. The finding also
shows that lack of monitoring and evaluation, lack of accountability and responsibility were
some of the factors that highly affect the implementation of ALE program. Thus, from the finding
it is possible to conclude that the implementation of ALE program in Gog Woreda was not
carried out according to the principles and guide lines of ALE program. Based on the finding,the
researcher recommended that if the selection and training of facilitators, awareness creation
and Institutional supervision carried out according to the principles and guide lines the program
will be effective and guide lines of ALE program.
