Abstract:
The main purpose of this study was to find out factors affecting the implementations of roles and 
responsibilities of KETB members in school management of Hababo Guduru Woreda primary schools. 
To conduct this study, a descriptive research design was employed. A total of 140 respondents (92 
KETB members, 31 WEO experts, one WEO head, 4 cluster supervisors and 12 primary school 
principals) were selected as respondents of the study. The researcher used purposive sampling method to 
select respondents of the study from the sampled primary schools. Data for the study were gathered 
through questionnaire, semi structured interview, document analysis and FGD. Data gathered through 
questionnaire were analyzed quantitatively using percentage, weighted mean and standard deviation. 
Data obtained through document review, interview and FGD were qualitatively analyzed by merging 
them with questionnaire results. As identified by the study there were some major factors that affect 
school boards to implement their roles and responsibilities in primary school management. These factors 
include; no/little incentive, lack of sufficient training, orientation, and experience sharing program, 
support and supervision and the prevalence of weak relationship between schools and community in 
regard to school management practices. Besides, the findings of the study identified that KETB members 
from the sampled primary schools inadequately implement their roles and responsibilities in school 
management. The study also identified that WEO experts inadequately work cooperatively with school 
board members as they did not adequately perform their roles in the areas. Based on this, the study 
recommended that WEO experts/ Heads need to adequately implement their roles to increase KETB 
participation in school management practices
