dc.description.abstract The General objective of this study is to assess the public procurement planning and implementation practice in kolfe keranyo sub city administration finance office. Specifically, the study focused on, to assess whether the plan preparation is participatory, identifying challenges faced when performing procurement planning and implementation practice, exploring the existing procurement implementation practice, to assess the tendency of market price assessment for the items purchased by the finance office, To achieve the objective of the study, the researcher used mixed approach based on the assumption that collecting diverse types of data best provides a more complete understanding of the practice than either quantitative or qualitative data alone. From the total population of 254 staffs by using stratified method, 156 were taken to the study. And 156 questionnaires were distributed to sampled staffs and, 151questionnaires were collected from them who were expected to involve mainly in procurement plan preparation and implementation practice. Interview was conducted to solve the problems that faced preparing procurement practice to get in detail approaching on the objectives and documentary review also conducted to solve technical problems in bidding process. The outcomes gained were analyzed using SPSS version 20 statistical techniques like mean and standard deviation were used to analyze the data. Key finding of the study, relating to the planning process, there was none-participatory preparation of annual procurement plan, relating to current procurement practice, there was technical problems in bidding process, mismatch of quantity ordered and delivered purchased items, the difference of the sample provided and delivered goods, relating to the market assessment, impossible to provide the desired price, relating to identifying challenges, there was no transparency in the finance office. The researcher recommended that, the finance offices should implement directive 3/2002, involve stake holders in preparation of annual plan, take responsible about the occurrence of mismatch quantity ordered and delivered of purchased items and the difference of the sample provided and delivered goods, develop guidelines in the line with the current technological advances. en_US
