Abstract:
The purpose of the study was generally to evaluate practice and challenges of human resource 
management in Adea BergaWoreda‟s primary schools, in order to indicate mechanisms of how 
challenges of human resource management solved. To this end 160 (60%) teachers and 
administrative staffs were selected as subject from 267 target population and all 24 parent 
teacher associations from schools were also taken as participants of the study. The Primary 
source of data was gathered through questionnaire and interview. Document analysis was also 
used as secondary source of data. The data which was collected from respondent‟s through 
questionnaire (basic question 1, 2, and 3) was analyzed by percentage, frequency, standard 
deviation and mean score using SPSS program quantitatively. Additional information that was 
collected through interview and document analysis which triangulate the ideas was also analyzed 
qualitatively in this thesis. The aim of this thesis to indicate as the schools should prepare their 
own human resource management guidelines based on the government guidelines and participate 
all stockholders on human resource management to solve shortage of budget by participating 
community and nongovernmental organization, aware community and enhances participation,
