Abstract:
The main objective of this study was to investigate the problems that Assessment of
Finance Utilization in Government Secondary Schools of Burayu Town Administration.
Descriptive survey method of research was employed; both quantitative and
qualitative, data analysis methods were used in order to answer the research questions.
Questionnaires, Interview and document analysis were the data collection tools for the
study. Simple random sampling techniques were used to select the respondent for
teachers; availability sampling techniques was used to choose school principal,
vice principal, school committee and educational head office: participants of this study
were 6 Principals and vice- principals, 52 teachers, 10 PTSA. The descriptive statistics
such as: frequency, percentage, mean, and standard deviations used for data analysis.
The findings of the study revealed that the main problems that affect the effective
and efficient financial management in schools were financial allocation for
teaching learning process is very low, the main problems of financial utilization
and management connected with the ability of principal, and finance experts. In
addition to this, relevant training was not given on financial utilization and
management for concerned body, lack of structured financial management and
utilization guideline and procedures, there is no financial utilization transparency in
school, and weak internal income generation. Therefore, it is possible to conclude that,
the above problems were affected not only the effectiveness and efficiency of
financial management of the schools but also the whole process of educational
activities in the school. Thus, to improve the situation, it is recommended that, all
concerned bodies, such as the oromia education bureau, Burayu town administration
educational office being together should be prepared enough workshop and training
for the school personnel, and for concerned bodies in the field of financial
management, Release the allocated schools finance on time. Prepare clear financial
policy for school and strengthening internal income by the school principal and school
committee in order to reduce the problems of financial management in government
secondary schools and to reduce the financial wastage is very important.
